Mayor Steve Dukes

J. Stevens Dukes serves as Mayor of the City of Johnsonville. Dukes has served in city government for more than 25 years. Prior to becoming mayor, he served on council for twenty years. As mayor, Dukes serves as chairman of council and a liaison member of each committee inside the city. A 2006 graduate of the Municipal Association, Dukes is the longest serving candidate in the history of the city.

Dukes is also involved in several other capacities throughout the community and state. He is a member of the local library board which is actively pursuing the building of a new public library for the city. He is also a member of the Mayors' Institute of Local Government for the state of South Carolina and is involved in the Francis Marion Trails Commission.

A native of the Johnsonville area, Dukes grew up in the Vox community. He graduated from Johnsonville High School and then went on to graduate from The Citadel in Charleston, SC. Dukes is employed with Santee Cooper. He and his wife, Mona, have two sons, Josh and Zach.

Brad Richardson / City Council

Brad Richardson was elected to his first term on city council at age 22. The youngest person ever elected in Florence County, Richardson works hard in helping make Johnsonville all it can be. Richardson is a past chairman of the Johnsonville Founders Day Celebration and currently produces the Johnsonville Christmas Parade.

Richardson, who is also a 2005 graduate of the Municipal Association of Government is currently serving as Parks and Recreational Chairman for the city as well as serving on the finance and personal committee. Councilmember Richardson is also very active in securing our new state of the art playground at the mini park and wrote and designed the City of Johnsonville website. Richardson is currently employed with the local school district with their after school programs and works as a substitute teacher. He also has his own private tutoring business.

Richardson is currently completing a degree at Francis Marion University in elementary education and middle school education. A 1998 graduate of Johnsonville High School and native to the city Richardson resides in the Pine Oaks Community of Johnsonville. He is the son of Steve and Louise Goude Richardson of Johnsonville.

Diane Marsh / City Council

Diane Marsh currently serves as Mayor Pro Temp. A 14 year veteran to the council Diane works hard in helping beautify and keep with lasting- tradition in the city. She currently chairs the Finance Committee and serves on the police and beautification committees. Marsh is very involved in city projects that promote planting trees and cleaning up property and streets.

Marsh is currently in the process of becoming a Municipal graduate from the South Carolina Municipal Association. In here tenure Diane has been part of many moves the city has made, including the new location for city hall as well as the state of the art police department facility.

Marsh and her husband David recently retired after 40 years in business. They owned and operated one of the oldest businesses in town, the Johnsonville Radio Shack which was once Johnsonville Hardware. Marsh still remains busy with her family owned and operated internet business, Pee Dee Online. The internet based company is the only local provider for internet service in the area. Diane and her husband David have one son Shawn who also lives in the city.

William Kelley / City Council

William Kelley has been on City Council since 2002. A former employee of the City, Mr. Kelley is now employed with the City of Florence as a supervisor at there Surface Water Facility. He is married to Karen Kelley of Alabama, and they have two sons. Mr. Kelley is a member of the Johnsonville First Baptist Church. Kelley believes the greatest needs of the City are jobs, and additional recreational outlets. He cares deeply for the city and her people, and would like to see it prosper for future generations.

David Eaddy / City Council

David Eaddy has served on City Council since 2006. After working with Time Warner Cable for six years, David now owns his own auto body business, and enjoys working with the people of Johnsonville. He believes that industry is the most important issue facing Johnsonville, and is committed to helping lure jobs to our area. David is married to Crystal Eaddy and they have one daughter. He believes council needs to work closely and in conjunction with the community to meet the needs of Johnsonville.

Carl Skinner / City Council

Carl Skinner has served on City Council since 2000. A former employee of the City, he served as Johnsonville’s Police Chief for twenty-three years. Carl would like to see the City move forward and continue its aggressive approach to expanding and improving the Water and Sewer system. Carl is married to Ginger Skinner. He is the father of five children. Carl appreciates the support he’s received from the community and would like to see the area grow by bringing in additional industry. Carl says he’s learned a lot since being elected to council, and looks forward to serving the community for many years to come.

Dr. Dale Strickland / City Council

Dr. Strickland has served on City Council since 2004. He is the Superintendent of Florence School District 5 (Johnsonville), and has lived in the community since 1998. He says he’s enjoyed living in the area, and would like to give back to the community in anyway he can. Dr. Strickland believes that job growth is a top priority and hopes to see the City grow at a structured rate. He also is an advocate of beautification and helped initiate the City’s first streetscape project in conjunction with the School District. Dr. Strickland is married to Cheryl Strickland. He has two children, and two step-children.

Scott Tanner / City Administrator

Scott Tanner has served as City Administrator since February of 2006. A graduate of the University of South Carolina, Mr. Tanner worked in the Plastics industry for approximately 10 years before accepting his current position. He is originally from the nearby Town of Hemingway, and enjoys working with people of the Community to make Johnsonville a better place to call home. Mr. Tanner is married to Chandace Tanner of Coward, and a member of the Johnsonville Pentecostal Holiness Church. He encourages public input, and encourages suggestions from all citizens.
