The Water Specialist demonstrates a basic to intermediate understanding and ability to perform day-to-day operations functions including, but not limited to, maintaining, repairing, constructing, locating, and installing water mains and appurtenances in accordance with all applicable policies, procedures, drinking water regulations, standards of quality and safety.
 ESSENTIAL FUNCTIONS

  • Performs repairs and maintenance of infrastructure utilizing various pipes and fittings and specialized tools. Maintenance includes but is not limited to the flushing of valves, inspection, and repair of wells, etc.
  • Monitors chlorine levels during valve flushing
  • Assist with new tap installations utilizing various pipes and fittings, specialized tools, and equipment.
  • Utilizes backhoe, trackhoe, bushhog and tractor in the repair and maintenance of system areas.
  • Completes landscaping and cleaning responsibilities around and near water equipment (hydrants, wells, access roads, etc.)
  • Responds to emergency repair requests in a timely manner, ensuring minimal downtime of equipment and systems.
  • Demonstrate intermediate understanding of all aspects of safety, PPE, vehicle and equipment operation, OSHA regulations and SCDOT work zone safety.
  • Complies with all city and departmental policies and procedures.
  • Follows written and verbal instructions.
  • Maintain assigned tools and equipment.
  • Attend training sessions, meetings, seminars, workshops, etc. To enhance job knowledge and skills.
  • Ensure the timely completion of all assignments.

ADDITIONAL JOB FUNCTIONS

SUPERVISORY RESPONSIBILITIES

QUALIFICATIONS

  • High school diploma or GED equivalent; Commercial Drivers’ License preferred.
  • Experience in general maintenance, specifically related to electrical and mechanical equipment.
  • Must be able to obtain, within two (2) years the following licenses.
    • D license in Water
    • D license in Wastewater
    • C license in Distribution within 2 years
  • Ability to understand and follow oral or written instructions.
  • Skill in operation of listed tools and equipment.
    • Tools: shovels, wrenches, screwdrivers, saws, locks, tape measures, hammers, pneumatic tools, electrical hand tools, tapping machine, and traffic control equipment.
    • System Analysis Equipment and Instrumentation: Hydrant diffuser, flow and pressure gauges, thermometers, laptop/tablet, data logger and chlorine test kit.
  • Materials: Pipes and fittings, meters, fire hydrants, valves, blow off assemblies, concrete markers, concrete valve collars, air release/vacuum valves, backflow preventers, meter boxes and lids, maps, and field & technical manuals.
  • Ability to follow proper safety precautions.
  • Ability to establish effective working relationships with other employees, supervisors, and the public.
  • Ability to perform heavy manual tasks under varying weather conditions.
  • Ability to drive and operate a variety of equipment under varying conditions.

SANITATION & STREETS SPECIALIST

Under general supervision, performs a variety of manual labor work associated with sanitation, landscaping, special projects, and roadway activities of the Public Works Department.

ESSENTIAL FUNCTIONS

Sanitation

  • Responsible for driving and operating trash truck in accordance with all regulations. Transport collected material to the landfill/ transfer station.
  • Responsible for rolling curbside containers of garbage and dumping into truck hopper and assists in the pick-up of garbage for residents with approved disabilities.
  • Utilizes hydraulic controls to operate and empty hoppers and carts.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Completed pre-trip, post-trip, and truck cleaning duties which includes the greasing of arms, adding of oil, etc.

Streets

  • Perform general landscaping and grounds keeping of City property and right-of-way.
  • Collect trash and debris from City facility, streetscape, sidewalk, and park grounds.
  • Mows, trims, and edges grass. Removes fallen limbs and debris. Trims shrubbery and trees. Cleans walkways and sidewalks. Pressure washing of park equipment, walkways, and facilities.
  • Plants and maintain seasonal plantings, maintain gateway entrance signage, and plant bed maintenance.

Other

  • Provides back up and additional support to Wastewater and Water teams. Provides assistance during emergencies.
  • Serves in an on-call capacity on a regular basis. While on call, the individual is responsible for collecting lab specimens, documenting data, checking lift stations and wells.
  • Operates backhoe and trackhoe in the execution of duties.
  • Complies with all city and departmental policies and procedures.
  • Follows written and verbal instructions.
  • Maintain assigned tools and equipment.
  • Attend training sessions, meetings, seminars, workshops, etc. To enhance job knowledge and skills.
  • Ensure the timely completion of all assignments.

  • Ability to establish effective working relationships with other employees, supervisors, and the public.
  • Ability to perform heavy manual tasks under varying weather conditions.
  • Ability to drive and operate a variety of equipment under varying conditions.
  • Ability to serve on call an average of one (1) week per month, including the weekend.
